Expert Witness and Sub-Rosa Investigations

Forty-five years of experience and skills working in Law Enforcement, Narcotics investigation, and Investigation of major crimes.

Knowledge of the methods, techniques, and procedures used in:

• crime detection, criminal investigations, and preservation of evidence,
• sources of information used in locating persons,
• the laws of arrest, search and seizure, service of legal process, and the legal rights of citizens,
• the rules of evidence and court procedures,

Working knowledge of:

• Court procedures in criminal and civil cases,
• The Penal Code and penal provisions of the Health and Safety Code, Welfare and Institutions Code, Business and Professions Code, and other State and Federal case law and codes applicable to criminal and civil investigations.

Practical Knowledge of:

• The principles and practices of law enforcement management,
• The principles and practices of law enforcement training.

Experience:

1970 – 1988: Santa Cruz County Sheriff’s Department.

• Six years, three months of Patrol experience, three of them as a Corporal Training Officer
• Nineteen months as a Detention Officer, Bailiff/Court Security, including three months as Acting Sergeant supervising Detention Officers in the reception, custody, and release of inmates
• Sixteen months assigned to the Burglary/Narcotics Task Force. This Unit was comprised of three Deputies with limited supervision. The Unit was responsible for identification of over four hundred narcotic addicts and investigations resulted in over twelve hundred arrests, resulting in record drug seizures and a decreased burglary rate countywide.
• Ten years in the Sheriff’s Investigations Bureau, responsible for, but not limited to, investigation of homicides, robberies, sexual assaults, and aggravated assaults.

1988 – 2008: Santa Cruz County District Attorney Office: Inspector II

• Santa Cruz County Narcotic Enforcement Team (SCCNET)
• Experienced investigator of cold cases
• Court testimony in numerous cases in Municipal Courts and Superior Courts in California. Also testified in Federal Court in Santa Clara County.
• Numerous search warrants obtained in the state of California. Also obtained out-of-state warrants in Minnesota and New York.
